Abstract

This thesis examines the potential for introducing retail cyber insurance in Uzbekistan amid rising digital threats such as online fraud and identity theft. Despite increasing internet penetration and digital service use, consumer protection remains weak. Drawing on international best practices and local survey data, the study identifies key barriers and opportunities. It concludes that retail cyber insurance can play a vital role in enhancing digital resilience and consumer trust in Uzbekistan’s evolving digital economy.
