The administrative and territorial structure of Uzbekistan is characterized by a hierarchical system of governance that includes multiple levels of government. At the top is the central government, headed by the President, who serves as both the head of state and head of government. The President appoints regional governors to oversee the 12 regions (viloyats) and the autonomous republic of Karakalpakstan.
Each region is further divided into districts (tumans), which are then subdivided into cities, towns, and villages. Local government officials are elected at various levels to represent the interests of their constituents and administer public services. In addition to the regional and district levels, there are also municipal councils responsible for governing urban areas.
The administrative structure is designed to ensure effective governance and efficient delivery of public services across Uzbekistan. However, there have been criticisms about centralization of power in the hands of the President and lack of autonomy at lower levels of government. Efforts have been made in recent years to decentralize decision-making processes and promote greater local participation in governance.
