Abstract

This article explores the concepts of absolute rights and relative rights. The study seeks to determine whether freedom of expression is absolute or relative. The article includes arguments for defining a type of right “freedom of expression”. The right to free expression can be restricted in the interest of the state and in safeguarding the rights and freedoms of other citizens. The legal foundations of the right to freedom of expression will be presented, drawing from both international law and the legislation of the Republic of Uzbekistan. Freedom of expression is a fundamental human right, making it essential to examine both its legal foundations and its practical implementation.
