Overtourism has become a pressing global issue threatening the sustainability and preservation of many UNESCO World Heritage Sites. This paper presents a comparative analysis of overtourism management strategies in Paris, France, and Samarkand, Uzbekistan. While Paris is a global tourism hub facing long-standing crowd management issues, Samarkand represents an emerging heritage destination with growing international attention. Through a review of policy approaches, technological interventions, and community engagement practices, the paper proposes a set of actionable recommendations for sustainable tourism development in heritage cities.
