By the early 1980s, crisis situations had intensified in the socio-economic and political life of the Soviet state. In the spring of 1985, the April Plenum of the Central Committee of the CPSU announced the path of radical restructuring of Soviet society, deep reform of all its spheres. At the plenum, "reconstruction" was defined as an objective need for the development of Soviet society, a vital necessity dictated by the interests of the nations and peoples living in it.
