ISSUES OF STATE GOVERNANCE IN THE SCHOLARLY LEGACY OF AHMAD DONISH

This article explores the political-legal thought and reformist ideas of Ahmad Donish, a prominent 19th-century intellectual of the Bukhara Emirate. Drawing on both Islamic intellectual traditions and European political models, Donish advocated for the establishment of a parliamentary system, legal justice, educational reform, and international diplomacy. His proposals aimed to modernize state governance and uphold human rights through enlightened leadership and lawful administration. The study highlights the relevance of Donish’s ideas to contemporary concepts of democratic governance and argues for their continued application in the context of modern reform processes in Uzbekistan.
